As of a week ago I had noticed that some of my games had been stuck in update queued but didn’t think much of it becuase I was not playing said games.  Well now a game that I play has an update that will not download.  Long story short after some trouble shooting on my end I discovered that the problem was that it could not create an HTTP connection with it’s server to start the download (it uses HTTP I assume port 80).  First thought was firewall and anything that interacts with firewall to enforce an access list so I turned off webroot and voila steam would create a connection to their server and downloads fired up.  After some more refinement I discovered that it is not the firewall or the web shield it is the Realtime shield that is causing this issue.  Running without the realtime shield seems problematic. Any ideas would be appreciated.
 
p.s. Steam.exe as well as steamwebhelper are already allowed processes.

Why is it that Steam Browser has been neglected for years for an upgrade? It’s a total mess. The argument that it’s not meant to be anything beyond “a convenient quick-search tool” is very weak. You have tab’s breaking , videos occasionally messing up the steam UI and there’s no basic features such as a bookmark. I fail to see how that wouldn’t be a praise worthy upgrade no matter what it was “originally meant to be”. I love the platform and I don’t have any plans on switching to something new. But this feels like something under-addressed and whenever someone brings it up they just get your typical “Well that’s just how it is” answers.

Clear the Steam web browser cache

The Steam web browser cache may be corrupted. If your web browser cache is corrupt, the store may not load correctly. So in this step, we will clear the cache of the web browser used by Steam.

  1. In the upper left corner of Steam, click on “Steam”.
  2. In the list of options, click “Settings.”.
  3. The left pane contains an option titled “Web Browser”.
  4. Clear the cookies and cache in the web browser by clicking the options under “Clear Web Browser Cache.”.
  5. The problem might persist if Steam is restarted.

Clear HTML cache

In order to prevent conflicts with your browser, you should clean your HTML cache every 2-3 weeks as a rule.

  2. You should be able to open a Run window if you press Win + R.
  3. You should be able to access the Control Panel by typing “control panel” into the dialog box.
  4. The upper right corner of the Control Panel contains a dialog box called “Folder Options”.
  5. In the “Options folder”, click on the “Show hidden files, folders, and drives” line and highlight it. Click “Show hidden files, folders and drives”, apply the changes, and close the window.
  6. You should now see the Run application when you press Win + R again.
  7. If your account has a Windows username, enter “C:Users/username/AppData/LocalSteam/HTML cache” in the dialog box.

Reinstall Steam after deleting the files

The solution will not remove your game data from Steam. We recommend dropping all Steam applications before you run it.

  1. To open the task manager, press the Win key and R simultaneously.
  2. The task manager should be opened when you type “taskmgr” in the dialog box.
  3. The Steam Client Bootstrapper needs to be stopped first, then all Steam-related processes.
  4. Press Win + R.
  5. Folders and files can be found by searching.
  6. Then, restart Steam from its launcher and it will update some files for you. Remove all other files except the ones mentioned above.
  7. In order to access your account, you must enter your login information after the installation has been completed.
  8. You will be able to access the game browser once you are logged in.

Adding “-no-cef-sandbox” to the Steam shortcut.

Following these steps and providing the exact address shown in the picture will allow you to create a shortcut in the Steam directory and rename it.

  1. In your Steam folder, create a shortcut to Steam.
  2. “C: Program Files (x86) Steam” is the default location for the Steam folder.
  3. You should be able to run from the Start menu by pressing Win + R.
  4. If Steam is installed in a different directory, you can navigate to that directory and you should be good to go.
  5. Let’s copy your steam.exe file into your Steam folder so that nothing bad happens to it.
  6. You will now see this when you right-click on the shortcut, go to properties, and then click OK.
  7. Put -no-cef-sandbox in the Destination text box:
  8. In this case, it will be “C: Program Files (x86) Steam Steam.exe” without a sandbox.
  9. In the case of a second installation of Steam, the path may differ.
  10. Once you have saved the shortcut properties, click OK to run it.
