Event 454 and 809 gave me an unknow Win32 error, but event 824 gave me: Per user policy has device wide scope specified. The policy was assigned to a device group, first I removed that group and assigned an user group. Nothing changed. I started searching on Google, but nothing pointed me in the right direction.
After a while I realized I deployed another Experience policy (Experience/AllowWindowsConsumerFeatures) to block some consumer features on all Windows 10 devices. I compared both OMA-URI`s:

These steps will show you which files are hidden:

  1. The File Explorer can be opened by pressing Windows + E.
  2. Select File, then Options in File Explorer.
  3. To view hidden files and folders, switch to the View tab.
  4. (Recommended) Remove the checkmark next to Hide protected files.
  5. When the problem has been resolved, you must select both options again.

As a next step, follow these steps:

Log in to each affected computer

The following hidden files and folders can be accessed and deleted by logging in with a user account with administrator privileges on each affected computer:

You need to repeat this process for each affected user account on the computer in order to remove the files and folders from that location. Replace the (affected user folder) location with a valid user profile folder name.
