It seems that the issue is caused by a mismatch between the library files. This can sometimes occur if you move between iTunes and a new computer or when you restore an old backup of your library. A number of users had to downgrade their iTunes version to get back the App Store after iTunes deleted it for a while. Whew! That was a lot of steps, but thankfully this only needs to be done once. Once you click the + button and click Close, your error should disappear. Now open iTunes and you’ll see your error has gone away!

I understand that you are receiving an error that indicates your iTunes library file is locked to disk. This sounds like you need to manually adjust the permissions for your iTunes library.itl file. This file can normally be located via this file path: C:\Users\username\Music\iTunes. Once you locate the iTunes library.itl file, right-click, choose properties and uncheck Read Only.
